The following Baseline 1996 Waste Disposal Rates are requested by TNRCC. That is, TNRCC is requesting all COGs to submit disposal rates and capacity in tons and years based on the "Texas MSW Landfill Summary by County" dated June 11, 1996 by the TNRCC Waste Planning and Assessment Division. Note that the data listed are for 1994, which goes back further than the last plan update form of 1996. Therefore, the Baseline 1994, 1996 Plan Update Form findings, and the current or 1998 Plan Update Form findings are listed in this section.

The total tonnage to all active landfills in 1991 was 648,858. In 1996 there are only three regional landfills compared to eight in 1991. The total rates in tons per year per landfill are listed below. Note that the overall tonnage per year in the following table is estimated by Olympic Waste Systems. This total figure is less than in 1991.

The Projected Regional Waste Disposal Rates Tables (Tables III.C.2.1, III.C.2.2, and III.C.2.3) projects both yearly waste disposal rates and cumulative disposal through year 2020. The Population Projection column includes projected population in the region based on amounts determined in Section III.A. "Population Projections and Source." When the Current Rate column figures in pounds per person per day are italicized, then this figure is derived from the actual corresponding Current Amount in tons per year and the population projection. When the Current Rate column figures are not italicized, then the Current Rate in pounds per person per day is extrapolated from those determined using actual tons.
These tables also incorporate projections and cumulative disposal amounts based on meeting the 40% reduction in disposal from the baseline year of 1992. In determining this amount, a population increase factor in additional tons per year is included. Therefore, the 40% reduction figures take into account this additional tonnage.
Three Projected Regional Waste Disposal Rates Tables are included on the next pages. The essential difference is that each one extrapolates from a different Current Rate pounds per person per day. Table III.C.2.3 shows how much waste would be disposed of from 1998 through 2020 if the same amount generated in 1991the latest actual figure from the original planwere disposed of. Table III.C.2.1 reflects those amounts based on the rate Olympic uses for forecasting. Table III.C.2.2 reflects those amounts based on the actual disposal rate and population from the latest 1998 figures. See the narrative below each table.
