That is, TNRCC is requesting all COGs to submit capacity in tons and years based on the "Texas MSW Landfill Summary by County" dated June 11, 1996 by the TNRCC Waste Planning and Assessment Division. Note that the data listed are for 1994, which goes back further than the last plan update form of 1996. Therefore, the Baseline 1994, 1996 Plan Update Form findings, and the current or 1998 Plan Update Form findings are listed in this section.

1996 Plan Update Form Disposal Capacity
The 1996 Plan Update Form stated:
The 1991 plan included capacity figures for only four of the eight landfills that were currently active. This was done because these were the only landfills expected to remain open beyond Subtitle D requirements. These included Henderson, Jacksonville, Pinehill, and Tyler. The total capacity was 18,263,455 tons. Since 1991, the Henderson landfill has closed and Pinehill and Jacksonville are approved for expansion. The current overall capacity figure in tons is 17,300,000. Remaining overall site life in 1991 for the four was 28.8 years. The remaining current capacity in years is listed below. Note that this table includes two figures. One is based on actual estimated disposal rates at the Olympic Landfills and the other on total ETCOG region population estimates and per person rates (based on waste generated in the ETCOG region). The conclusion is that capacity is quite similar to 1991.

The outlook for all four sub-regions regarding capacity is good. The only sub-region that may have a problem with capacity is sub-region four (Panola and Rusk Counties). This takes into account the disposal of medical waste at the Carthage waste-to-energy facility. However, MSW from Rusk County already goes to Pinehill landfill in sub-region two. In addition, Panola County and Carthage already occasionally send MSW to Pinehill when the Carthage waste-to-energy facility is at capacity from medical waste.

The current capacity in tons as reported by Olympic is listed below. The years of capacity as listed below is based on the current disposal rate. This, however, is a static number and does not account for increases in population. The Projected Regional Waste Disposal Rates Tables (Tables III.C.2.1, III.C.2.2, III.C.2.3) all indicate that less than 20,000,000 tons are required through 2020. That is, ample capacity is available through the next 20 years for this region, based on latest population, economic, and waste flow projections.
